WA:WA's IR changes won't be radical; O'Brien
West Australian Commerce Minister SIMON O'BRIEN has ruled any radical overhaul of the
state's industrial relations system, although he says there will be some changes.
MARCIA KUHNE from the Chamber of Commerce and Industry of Western Australia says many
of its members are unhappy about the government's inaction and there's a great level of
confusion between state IR laws and the federal government Fair Work legislation.
Western Australia is the only state not to sign up to the national workplace relations
system, however Mr O'BRIEN says the government is now seeking to harmonise some aspects
of the legislation.

EA's Battlefield 3 Uses Frostbite 2 Game Engine Technology
Type: News
Dice, an Electronic Arts studio, developers of the multi- platinum Battlefield: Bad Company series, announced a pre-order incentive for Battlefield 3, the successor to Battlefield 2.
According to Dice, Battlefield 3 uses the new Frostbite 2 game engine. This technology is the foundation on which Battlefield 3 is built, delivering enhanced visual quality, a larger sense of scale, massive destruction, audio and character animation utilizing ANT technology from the latest EA Sports games.
The experience doesn't stop with the engine - it just starts there. In single-player, multiplayer and co-op, Battlefield 3 is a near-future war game depicting international conflicts spanning land, sea and air. Players are dropped into the heart of the combat whether it occurs on dense city streets where they must fight in close quarters or in wide open rural locations that require long range tactics.
"We are gearing up for a fight and we're here to win," said Karl Magnus Troedsson, General Manager, Dice. "Where other shooters are treading water Battlefield 3 innovates. Frostbite 2 is a game- changer for shooter fans. We call it a next-generation engine for current-generation platforms."
In Battlefield 3, players step into the role of the elite U.S. Marines. As the first boots on the ground, players will experience missions across diverse locations including Paris, Tehran and New York. As a U.S. Marine in the field, periods of tension and anticipation are punctuated by moments of complete chaos.
"We wanted to create the most immersive and emotionally powerful Battlefield game ever and we needed new technology to deliver on our vision," said Patrick Bach, Executive Producer. "Battlefield 3 preserves the franchise's signature sandbox style and even brings back classic fan favorites like jets, going prone and 64-player multiplayer on PC."
Battlefield 3 will be available this Fall for the Xbox 360 videogame and entertainment system, the PlayStation3 computer entertainment system and the PC.
Electronic Arts is a global interactive entertainment software company. The company develops, publishes, and distributes interactive software worldwide for video game systems, personal computers, wireless devices and the Internet.

NSW:Activists charged for break-in at NSW mine
SYDNEY, Dec 4 AAP - Two activists have been charged after breaking into a Hunter Valley
mine site and attaching themselves to a conveyor belt.
Two activists from Camp for Climate Action 2010 chained themselves to a conveyor belt
that transports coal to the Bayswater power station at about 9.30am (AEDT) on Saturday.
Police Rescue arrived and after a three-hour operation the men were removed.
They were arrested and charged with the offences of remain on enclosed lands and enter

Both men have been granted bail and will appear in Muswellbrook Local Court on January 4.
Protesters say Xstrata's Ravensworth open-cut mine - that directly feeds the Bayswater
power station - is Australia's largest single source of carbon pollution.
About 40 people are protesting with placards at the site, supporting the two activists.
But police have renewed their warning to anyone attending Climate Camp 2010 at Muswellbrook
this weekend.
The Hunter Valley local area commander, Superintendent Des Organ, has reminded protesters
that anti-social or criminal behaviour will not be tolerated under any circumstances.
"Anyone found to be breaching the peace, damaging property, or acting in an anti-social
manner will be arrested and placed before the courts," Supt Organ said in a statement.

NSW: State govt takes a beating in Newspoll
The NSW government has taken a beating in the latest opinion poll .. after a month
of dramatic ructions within the state Labor Party.
The Newspoll .. published in The Australian newspaper today .. shows primary support
for the government fell four percentage points in the past fortnight to 26 per cent ..
compared to the coalition's 44 per cent up two points.
The Australian says the figure again represents the lowest primary support for any
incumbent government in NSW .. last recorded in the same period last year .. when former
premier MORRIS IEMMA was dumped.
On a two-party preferred basis .. 59 per cent of voters back the Coalition .. up four
percentage points .. while 41 per cent support Labor .. down four points.
Nearly half .. 45 per cent .. believe Premier KRISTINA KENEALLY will be the same kind
of leader as NATHAN REES .. who was dumped in a leadership spill on December 3.
But her supporters will argue the results should be taken with a grain of salt .. given
the voting public barely knows her.
The poll shows Opposition Leader BARRY O'FARRELL'S satisfactory rating has jumped from
38 per cent in September-October .. to 44 per cent in November-December.

Vic: Men-only club a "haven" for members
MELBOURNE, Aug 6 AAP - The Melbourne Club has asked a Victorian parliamentary committee
to help it retain its all-male membership so it can remain a "haven for relaxed social
discourse".
The Age newspaper said the exclusive Collins Street club argued in a submission to
the committee that its membership policy allowed members a brief respite from the pressures
of life.
"The club remains as it has always been, a haven for relaxed social discourse and as
a means of getting away, if but briefly, from day-to-day responsibilities," the submission,
signed by club president Bill Shelton, said.
At the moment, private clubs are automatically exempt from equal opportunity laws but
Attorney-General Rob Hulls has indicated he would prefer the situation to change.
The parliament's scrutiny of acts and regulations committee is reviewing exemptions
under the equal opportunity laws.
It is considering lifting the private club exemption and allowing the Victorian Equal
Opportunity and Human Rights Commission to initiate its own anti-discrimination actions,
the newspaper said.
While reserving its right to a male-only membership, the club praised the efforts of
both Labor and the coalition for their anti-discrimination achievements over the years.
Noel Bushnell, a member of the male-only Savage Club, called on the committee not to
recommend changes to the law.
"There must be more important things to look at than the doings of a few gents over
lunch," he said in his submission.
The Savage Club admits women as guests after 4.30pm, the newspaper said.

Swim: D'Arcy's dumping a no-brainer for Olympic boss
Eds: Oly08 Seim View is also running on sportswire
By John Coomber, Senior Sports Writer
SYDNEY, April 18 AAP - There was never any chance that Nick D'Arcy would get on the
plane to Beijing with the rest of Australia's Olympic swimmers.
It is simply unthinkable that a man charged with such serious offences could march
into the stadium wearing his country's uniform, let alone be honoured on a medal dais.
As AOC boss John Coates said, representing Australia at the Olympics is a privilege
and the nation has high expectations of those who do.
Indeed, 12 of the 52 Australians of the Year named since the award began in 1960 have
been sports men and women, including Olympians Cathy Freeman, Rob De Castella, Shane Gould
and Dawn Fraser.
Fraser was no choir girl, having been slapped with a 10-year ban for a variety of misdemeanours
at the 1964 Tokyo Olympics, including pinching a flag from the Emperor's palace.
Although swimming authorities later reduced the ban to four years, it ended Fraser's career.
Hi-jinx with flags is one thing. Breaking bones in someone's face is another matter altogether.
Regardless of the presumption of innocence, D'Arcy's Olympic dream ended with the punch
he allegedly threw at Simon Cowley in a Sydney bar last month.
The decision on whether D'Arcy had brought the Olympic team into disrepute was really
a no-brainer for Coates.
All he had to consider was the timing.
In the end, he chose the last business day before D'Arcy appears in court to face charges
of assault and assault causing grievous bodily harm, which carries a maximum sentence
of 10 years' jail.
Whatever the outcome of the judicial process, a single impulsive act has changed the
lives of two talented young men forever.
Cowley, 27, a triple Commonwealth champion, is now feeding through a straw and has
months of agonising recovery ahead of him. He will wear five titanium plates in his face
until the day he dies.
D'Arcy's swimming career is finished before his 21st birthday. His personal tragedy
is that his finest moment in the sport, a Commonwealth record that earned him Olympic
selection, also led to his downfall.

Fed: Costello refuses to commit to full term
MELBOURNE, Dec 14 AAP - Former federal treasurer Peter Costello has refused to commit
to serving a full term as the member for Higgins in Victoria.
Speaking after the poll declaration in Melbourne today Mr Costello would only say that
he would "continue to serve" as the Higgins MP when asked if he would serve a full term.
He dismissed speculation that he planned a return to the coalition's leadership after
a stint on the back bench, saying there were "all sorts of wild theories floating around".
He also urged the Liberal party to get behind its new leadership team and once again
blamed the Liberal's election defeat on its failure to renew.
"Well I think it's important that political parties renew themselves and if you don't
renew yourself the electorate will renew you in its own way and that's what the electorate
has done, it has voted in a new government," Mr Costello told reporters.
Mr Costello won the seat of Higgins with 57 per cent of two party preferred votes suffering
a swing against him of 1.75 per cent.
He said his result in Higgins was "far better" than the national swing of more than
five per cent and if the Coalition had been able to replicate his personal result it would
have retained government.

NEAL CONAN, host:
It's Tuesday, the day we read from your e-mails. We talked last week about what makes an addiction and whether video games should be defined in medical terms as addictive?
A listener named Shelby(ph) e-mailed to tell us he works in video game production. Yes, we do make games designed to appeal to players and keep them playing, he wrote. But we also want them to be done with our previous game when the next game comes out.
Addicted players are not good for business. Massively multiplayer online games have a different model, though. Instead of selling people the next game, they make money from the monthly fee, so they want people to just play their game. We need to redefine addiction not as lots of specific illnesses, but as one illness that has a focus - be it games, gambling, reading, et cetera.
Another listener isn't so sure. I don't want to log off this online game long enough to talk on the phone, explained Sean Osborne(ph) in Tennessee, so I'll fire you an e-mail while my character is mining. My online friends and I regularly joke about our obsession. Nonetheless, I prefer the term obsession to addiction.
I smoked cigarettes for 20 years trying hard to stop the last 10, and that is an addiction. I can walk away from gaming for a week or two with no withdrawals or uncontrollable urges to play. I cannot say the same for smoking. Now, if you'll excuse me, I have some giants to kill.
We've started our summer movie festival last week. Every Thursday, Murray Horwitz joins us. We pick a category and talk about your nominees as the best movies in that particular genre. Last week, it was big caper movies, and Faith(ph), a listener in Newton, Massachusetts e-mailed to ask, is there a list of the best caper movie suggestions? And the answer is, yes. The finalists of the top vote getters from last week is online at our blog, npr.org/blogofthenation.
And this week, we're going to talk about robot movies. So send us your suggestions by e-mail talk@npr.org. That's the address as usual.
During a show a week ago on new music moguls and how people are finding new music these days, I got to say something I don't often have a chance to say.
Let's talk with Jeremy. And Jeremy(ph) is calling us from Tajikistan. Jeremy, are you there?
JEREMY (Caller): Hi.
CONAN: Who knew we had listeners in Tajikistan, and that they could actually call-in to the program? Jeff Rosenberg is here to fill us in. He's director of NPR Worldwide, an overseas - our international broadcast. Jeff, our caller from Tajikistan City was listening on satellite television?
JEFF ROSENBERG: That's right, Neal, the Hotbird system. It's very much like the sort of direct TV, which we have in this country; only it has far greater capacity. It's used by a great many entities including NPR, and this both radio and television on that.
CONAN: And can you get that anywhere?
ROSENBERG: From Iceland to just about the western part of Pakistan. It's an incredible footprint, as they call it in satellites. And needless to say, hundreds of millions of people are in that footprint, the Middle East and the whole of Europe and parts of Asia.
CONAN: And how do you tune in to NPR?
ROSENBERG: You go to your satellite dealer and France has a nice chain called Monsieur Bricolage, I love that, Mr. Antenna, and you buy an off-the-shelf satellite receiver, a little antenna dish like you see in people's houses here, and show the man what satellite you want. And on our Web site, you can see the sort of specs for NPR Worldwide signal. And you get us and hundreds of other broadcasters as well.
CONAN: Our Web site of course, is npr.org. But there are other ways that people overseas can tune in to NPR?
ROSENBERG: That's right. Well - and, of course, today, the Internet and Internet streaming and audio on demand is probably the most popular way. But if you live in Asia for example, in India and in southern Africa, say, Sub-Saharan Africa, you can have a world space digital portable satellite radio. You get a subscription to this, like we have our subscription services here, and you can listen to 24-hours a day of NPR Worldwide.
CONAN: And interestingly, of course, people can call-in from around the world. Our 800 number doesn't work overseas, but there is a number you put out on the overseas broadcast.
ROSENBERG: That's right. And forgive me for not saying it here, but it's for overseas for overseas listeners, and it's on our Web page. When you go to npr.org/worldwide, you'll find it at the bottom of our schedule and even by clicking the TALK OF THE NATION page.
CONAN: And who is the worldwide audience? Is it Americans living overseas like Jeremy?
ROSENBERG: Well, we thought that it would be primarily Americans. And in fact, the surveys that we've taken show that, by and large, just about a majority, a slim majority are Americans or people who have lived here for a long time and now live there. But we have a very high percentage of foreign citizens, foreign language speakers who are listening to NPR for our coverage of the news, primarily, for our cultural programs, for all the reasons that we listen.
CONAN: Jeff Rosenberg. Thanks very much.
ROSENBERG: Thank you, Neal.
CONAN: Jeff Rosenberg heads up NPR's Worldwide services. Of course, you're in Tajikistan or Toledo, you could always reach us by e-mail. Send us your comments, questions or corrections to talk@npr.org. Let us know where you're writing from especially if it's overseas, and give us some help on how to pronounce your name.

A spokesman for Mr O'Callaghan said today that Mr Moroney's calls for such a summit

"I think it is definitely fair to say that Mr O'Callaghan would support it," the spokesman said.
He said in Western Australia there had been a distinct increase in the past few years
in the number of child abuse cases reported to police.
"More cases have definitely been reported in recent years and it is a serious issue

Such is the Ethiopian pace ace's reputation that many believe him incapable of running anything other than the perfect race. A total of 26 world records, the latest of which was his 2hrs, 3mins 59secs marathon world record in Berlin last September, shows that when it comes to pounding the world's streets there is simply no one better. But Gebrselassie's world record bid in last year's Dubai Marathon fell agonisingly short due to overeager pacemakers who set off too quickly even for the sporting legend. The 35-year-old may have finished in 2hrs, 4mins 53 secs, then the second-fastest time in history. But such was the speed in the early stages that he later claimed he was close to dropping out. However, Gebrselassie is confident he has it all worked out this time for the world's richest marathon. "They (the pacemakers) will not make the same mistake again," Gebrselassie told 7DAYS. "Last year the early pace was too fast," he added. "So this year we have to run at a steady pace at the start. "Let's hope it's not too fast too soon." And he has in mind the perfect pace he needs to find to run the quickest time in history and pick up the $1 million cheque on offer for breaking the world record. "I want to run close to 62 minutes for the first half but not above 62 minutes," Gebrselassie revealed. "If I run 61mins 40-45secs it will be good - that's what I am hoping for." Being one of the greatest athletes ever the 'Ethiopian Emperor' needs few favours. But the route and weather could combine to propel Gebrselassie round the 42.195km distance in under the magical 2hrs, 3mins 59secs mark. The route from the Westin Dubai Mina Seyahi along Jumeirah Beach Road and back is the flattest and straightest in marathon history. And if the perfect winter climate isn't gatecrashed by too strong a wind then Gebrselassie could have all he needs to enter the history books, when he begins at 6.30am. "I hope we are ready to run fast. We are close to something special. Who knows, we shall see on Friday it's (breaking the world record) definitely possible. "Preparations have gone very well but to run a world record everything must be perfect. "But I love it here. You have perfect weather for the marathon - you don't have winter here!" As many as 14 athletes, who have run below 2hrs, 10mins, will be running alongside the Ethiopian so the field is very strong. But rather than worry about one of them creating an upset and pipping him to the finishing post Gebrselassie feels they could help his record bid. "Having good runners around you will hopefully make the time faster," he said. RUN TO BEAT THE CRUNCH BARAK OBAMA and Gordon Brown should listen to Haile Gebrselassie as the marathon world record holder believes he has the cure to the dreaded credit crunch - running. While the Ethiopian doesn't claim to have come up with a financial plan to save the world, he does believe that a good jog can relieve everyone of their current stress. He said: "I am a businessman as well as a runner and so know all about the financial troubles. But I avoid all the stress and problems by running. "After a good run I feel fresh - everyone should run or do some exercise for 30 minutes a day." Gebrselassie revealed his financial blow-busting belief at an exclusive adidas workshop, which was the culmination of the Inside Running Dubai. Running enthusiasts were given an insight into the Ethiopian's regime and just what it takes to run super-humanly fast over 42.195kms. Here are Haile's tips to help even the most reluctant runner take to the track: - You need to have motivation, I always run to beat my personal beat. - You must always stretch thoroughly - if you don't then you are going to have problems after 15-20kms. - Get the right gear, everything from what top you are wearing to your trainers all count to your enjoyment of the run. - If you are running in a race then your training must be geared to that. You have to be at your peak when you are on the start line. - The big problem is not the actual running but getting started and getting out of bed - even I sometimes look outside and think I'd prefer to stay in bed. Once you have beaten that urge you have won half the battle.

BMA conference focuses on content, innovation.
Byline: KATE MADDOX
Releasing the power of content, innovation and creativity drove the discussion earlier this month at the Business Marketing Association's international conference in Chicago.
The three-day event, titled "Unleash," attracted more than 600 b-to-b marketers, who shared strategies on how they are approaching new-business opportunities, marketing campaigns, technology and customer engagement.
"Content, content, content--that's what we're here for. We need more content," said Al Maag, chief communications officer at Avnet Inc. and new chairman of the Business Marketing Association. He said he plans to tap BMA members to provide content that will help marketers become more effective in their jobs.
In a session titled "Unleash Your Content to Generate Meaningful Thought Leadership," panelist Laura Ramos, VP-industry marketing, services, North America at Xerox Corp., discussed how important content marketing is in helping Xerox emphasize that it is not simply a copier company but also a service provider. Xerox tells this story on its website through video case studies, such as how the city of Dallas uses the company to boost its sustainability practices and cut costs.
A key lesson Xerox learned about content marketing is a simple one: "It's important to have your customer tell their story, not yours," Ramos said.
Another panelist, Andrew Bosman, chief marketing and communications officer at Navigant Consulting, said his company has altered its content marketing strategy over the past few years. Previously, its employees focused on creating long, in-depth content, such as two-hour webinars and 30-page white papers.
That content approach had two main problems, Bosman said. First, it was a challenge to create. Second, Navigant clients and prospects said they wanted shorter content. So the consultancy changed its model to emphasize short content that Bosman called "three minutes to impact." The idea is to leave prospects hungry for more. "We don't want to tell a potential client everything we know," Bosman said.
During another panel, "Unleash Your Innovation," moderated by Steve Liguori, executive director-global marketing at General Electric Co., b-to-b marketers discussed how they have developed innovative products and services to meet customer needs in a world changed by the Internet.
"'Innovation' has gone through dramatic changes in the last decade," Liguori said.
"If you can't keep up with innovation and new-business models, clearly you will become a dinosaur and will become extinct."
One new strategy GE has launched around innovation is providing open forums for its customers, employees and business partners to contribute ideas for innovative products.
Recently, GE debuted an Open Innovation Challenge on the Internet, asking people to contribute ideas for modernizing the power grid.
"We thought we'd get a couple hundred ideas, and we got 4,800 ideas in six weeks," Liguori said. "We can't be innovative if we're not willing to take some chances; and, with ideas we think are worth a shot, we are going to protect those ideas."
Another panelist, Andres Jordan, VP-innovation and head of content and new media strategies at Deutsche Telekom North, said, "I believe the telecom industry has failed in not being able to anticipate the impact of our networks on the world." As a result, Deutsche--which historically had been an engineering company--started an innovation practice in which it has teams of people from marketing, sales, engineering and sales support work on developing ideas for new products and services.
"These 'Tiger teams' work very well, and people can come in with their passions," Jordan said. "There is a cultural mind shift that needs to happen around innovation and ideas."
During a panel titled "Unleash Your Agency," marketing agency executives talked about what they would like to see from their clients.
John Favalo, managing partner-director of business-to-business at Eric Mower & Associates, Syracuse, N.Y., said he wants "clients with big ears, clients that are ready to listen [to big ideas]."
Tom Stein, president-chief creative officer of the newly rebranded Stein+Partners Brand Activation, New York, said, "Our creative people are incredibly motivated by the opportunity to solve business problems."
Asked how agencies can "train" their clients, Favalo said, "Maybe it's not so much training as 'keep talking.' " When communication breaks down, he said, "bills get really, really high and relationships sour."
What's crucial, Favalo said, is to focus on outcomes rather than outputs and "make sure that the endgame always comes first."
The agency executives were generally upbeat about the outlook for their businesses.
"What we're seeing is the budgets are getting smaller but the opportunities are getting bigger," said Howard Sherman, president of Doremus, New York.
"We're seeing pretty robust outlooks from many of our clients right now," Stein said, particularly in the areas of product launches and thought-leadership initiatives.
In a keynote session titled "Unleash Your Company Voice," Roy Vallee, CEO of Avent Inc., discussed the importance of communications at his company.
"Communications are the voice of the company and the voice of the CEO. They drive the brand, and research shows that branding drives stock prices," Vallee said.
Avnet uses an array of tools to communicate internally and externally, including employee emails, online videos sharing quarterly results, an intranet collaboration tool, social media and seminars for employees around the world.
"Employees are your most significant branding effort," Vallee said. "Employee engagement is very important to your business."

multi-faceted tool.
Sri Lanka, May 28 -- "With the explosion in the development of ICTs, there is no doubt that the internet has become a multi-faceted tool. Apart from mere communication and entertainment, we can see many opportunities of this wonderful tool - tele medicine, citizens' services, help during disaster management etc and etc. You name it, and the internet can enter the scene by facilitating all areas in this long list. However, content must be acceptable and accessible to the user.
'The mode of illustration, the language and style of writing are more important than high tech inputs. Different people will see internet in many different ways: positively, negatively or with a balanced and open-minded attitude - differs from person to person.

On the heels of its most successful conference in 2010, Venture Atlanta will be returning to the world-renowned Georgia Aquarium with a new roster of dynamic Georgia-based technology companies, the Company noted in a release.
The conference will be held on October 25 - 26, and will feature an expanded two-day program. Venture Atlanta's mission continues to be a primary hub in the Southeast connecting technology innovation and investment capital.
In a release, the group said that Venture Atlanta draws a large audience of top-tier venture capitalists, angel investors, investment bankers, entrepreneurs, services firms, and technology executives and provides a platform for Georgia's entrepreneurs seeking capital. "Venture Atlanta continues to be a driving factor in economic development and growth in our state, across diverse industries including internet and enterprise software, healthcare IT, clean tech, wireless, e-payments, and security," said Glenn McGonnigle, partner, TechOperators, and this year's conference chair. "Our goal is to give each presenting company the necessary tools and introductions to help raise the capital needed to grow their businesses; and, just as importantly, to provide a showcase for investors looking for the best in innovation the state has to offer. Event founders, the Atlanta CEO Council, the Metro Atlanta Chamber, and the Technology Association of Georgia (TAG), expect this to be the largest event in the organization's history and are confident that recent expansion in the show's format and outreach, including an expanded two-day schedule and a new website design, will benefit both attendees and presenters. BEAM ME UP, POSHY; EXCLUSIVE: Mrs Becks is gown and out in Paris.(News)

EARTH calling Posh...you're fans reckon you look out of this world in these outfits.
Victoria Beckham poses for a whirlwind photo-shoot with three different costumes yesterday.
Pick of the bunch was a cosmic white and silver Barbarella-style mini-dress that would grace the set of any futuristic space movie.
Her heavy black mascara and tightly swept back hair added to the galactic appearance.
But a swift change brought another costume that was light years away. Posh stepped into an outrageous red ruffled frock and matching feather boa that made her look like Sesame Street's Big Bird.
But big, she isn't, as she proved when she squeezed into her third outfit - a skimpy skirt, tight flesh-coloured boob tube and an 80s power suit-style jacket. During the shoot in Paris for US Elle magazine, 33-year-old Posh teetered about on several pairs of daring high heels. One onlooker said: "She stood out in the crowd. None were outfits for the faint-hearted. But somehow Victoria can pull it off."
Writing on her internet blog, Posh thanked fans for their support after husband David's dad Ted suffered a heart attack recently. She said: "It was greatly appreciated."
Mum-of-three Victoria also told of her hectic schedule in the French capital and revealed she was coming to England this week to work on her new DVB fashion collection.
She said: "The clothes I'm wearing are incredible. Hope you are loving the new pictures. My beauty team were in full spirits. I've been busy here."
Posh also told how she went to the new Cavalli store and the the Louis Vuitton show. Sounds like she's been blasting around like a rocket...

MTNL's fixed-line call to Saudi Arabia rejected.
Byline: Joji Thomas Philip
Apr. 20--NEW DELHI -- MTNL's Arabian dream is truly over. The company, which lost the race for bagging Saudi Arabia's third mobile licence in March, has now failed to get the country's fixed line license as well. Of the 10 companies that had applied for the Kingdom's second fixed line license, only three have been shortlisted for the final bids. These include Verizon Communications, Hong Kong's PCCW and Bahrain Telecommunications Co.
The final bids from these three consortiums will be opened on April 21. Bids from the MTNL consortium, Etihad Etisalat (which operates mobile services in Saudi Arabia), South Korea's KT Corp, Autelia of Italy and China Telecom, were among those disqualified.
When contacted, MTNL executives confirmed that the company had not made the final cut, but refused to comment on the development. They also declined to comment when asked if this was yet another setback for the company's plans for licenses abroad.
The new license, when awarded, will break the monopoly of Saudi Telecom Co (STC) in the landline segment. Currently, Saudi Telecom has about 4 million fixed-line phone subscribers, which translates into a tele-density of 16 percent. The country's internet penetration is under 3 percent. At the same time, Saudi Arabia is also the largest telecom market in the Gulf and is also considered as a very lucrative market due to its low tele-density.
Last month, a consortium led by Kuwait's Mobile Telecommunications Co had bagged Saudi Arabia's third mobile license with a $6.1-billion bid, beating Indian telcos such as Bharti Airtel, Reliance Communications and MTNL. MTNL has a history of bidding for licenses abroad, although its record on this front is mixed. Apart from Saudi Arabia, MTNL had also lost out in its bid for mobile licenses in Kenya.
It also offers services in Nepal and Mauritius. Besides, according to MTNL sources, the company is looking at placing a bid for the 26 percent stake for Telkom Kenya. The Kenyan government had recently invited bids for the 26 percent stake in the state-owned landline company.
